Society doctors would have to assume the mantle of the watcher

This is a dreaded role but so necessary to perform.

I very badly tried to communicate this to the queen of England via a drunken late night rant outside  Buckingham palace. She is not a figure head but instead an essential part of the vital checks and balances democratic systems require to not fuck up , the archetype of the watcher.

Clearly I was mistaken.

Good measurement can enable betterment of the lives of the worst off

By worst off I mean being in the lowest five percent (or something appropriate) in any one category across a number of domains. As long as the domains are representative and the measures accurate and timely they can protect them from harm by the simple step of identifying them.

There might be better solutions than current performance management/ scientific method solutions but I can't think of a better One to deliver on the goal.
