What are the other methods to force the end of the Great Confinement?

I've focused on work as the most important thing. For me personally it is office work but freelance work would at least give people more money than the benefits system would give them.

I have been simple minded though. There must be other options to heal the illness in society which creates the significant disadvantage associated with mental illness and other disabilities.
