Selective Gaussian blur effect

The freeware Gimp package has one unique and amazing filter I've not
seen in Adobe products though never versions of Photoshop may now
include Selective Guassian Blur.

When I first tried this filter I thought it'd crashed my computer. It's
the most CPU intensive effect I've seen and can take 15 minutes to run
on an 8 megapixel file. As you can see it can also produce a unique
effect. It's worth the wait.

Trial an error is not easy with this effect. It looks at the contrast of
surround pixels then blurs based on a set threshold level. It can work
wonders with portraits if used well. This was one of my early experiments.

Shot with a Canon 350D and Canon 28-70mm f2.8 L at f5 and 1/60s @ ISO 800
